Senior HR Consultant

Ouida Freeman joined the CSP HR Consulting Team in 2021 and brings over 25 years of HR experience to our clients. She is skilled at assessing HR needs in organizations and partnering closely with leadership to identify solutions with positive outcomes. Ouida’s professional background encompasses experience in various industries spanning from for-profit to non-profit and union environments. She has delivered HR services in healthcare, financial services, government contracting, hospitality, manufacturing, retail healthcare, and foundations. Ouida has also partnered with start-ups and high-growth businesses.

As a human resources leader, Ouida has held various HR leadership roles and is a true “generalist” who has touched all aspects of HR. She has been involved in mergers and acquisitions leading HR initiatives. She is seen as a strategic partner and is adept in areas of; performance management, talent acquisition, benefits and compensation, employee engagement (including employee surveys, orientation, and onboarding), training and development, succession planning, employee relations, and communications. Ouida delivers communications with diplomacy and tact and approaches her work very collaboratively.

Ouida graduated from the University of Maryland Global Campus earning her B.S. in Business Management with a minor in Marketing. She has graduate studies under her belt and continues to pursue further graduate coursework. She is currently pursuing her SHRM-SCP.


Partner, Practice Director - Accounting & Finance

Rick is a founding member of Chesapeake Search Partners and Practice Director for the Accounting & Finance Practice, facilitating all direct-hire and contractual searches within these fields. Rick began his career as a CPA in public/corporate accounting. He joined the recruiting industry in 1993 with The Mergis Group. He then went on to successfully lead the Accounting & Finance Practice for Stephen James Associates. As he continued those efforts throughout his tenure in the industry, he realized there was a lack of support for the demand of a recruiting partner in these industries within the Baltimore/DC market.

Rick graduated from Towson University with a Bachelor’s degree in Accounting.
